Department of Cannabis Regulation (DCR) Compliance Alert: Public Health Permit Deadline Approaching

In this month’s bulletin, Executive Director Michelle Garakian makes clear that cannabis licensees must begin preparing for 2027 renewals now.

September 1, 2026 – Public Health Permit Requirement:

All DCR licensed cannabis businesses must obtain a Public Health Permit issued by the Los Angeles County Department of Public Health (LACDPH) no later than September 1, 2026 in order to successfully renew their licenses for 2027.

Los Angeles Department of Building and Safety (LADBS) Plan Submission:

Before applying for the Public Health Permit, licensees MUST:

  • Submit building plans to the Los Angeles Department of Building and Safety (LADBS).
  • Include all commercial cannabis activities and accessory uses conducted on the premises.
  • Address any corrections issued that LADBS would issue.
  • Obtain required clearances before proceeding to LACDPH review.

These review processes may take several months. DCR expressly warns that waiting is no longer viable if businesses intend to meet the September 1, 2026 deadline.

Public Health Permit applications are reviewed on a first-come, first-served basis, and processing times will increase as submission volume rises.

Annual Compliance Inspections:

  • Annual Compliance Inspections are currently underway and will continue throughout the calendar year of 2026.
  • Businesses will receive notice via email, and the inspections will proceed as scheduled regardless of confirmation.
  • Compliance inspection fee information has been updated in licensing accounts.
